
India is taking another step toward expanding private participation in its space industry, with the Indian National Space Promotion and Authorization Center (IN-SPACe) beginning the process of transferring operational responsibility for ISRO’s new Small Satellite Launch Complex to a private-sector entity.
The facility, valued at approximately $116 million, is being developed at Kulasekarapattinam in Tamil Nadu as part of India’s second spaceport. IN-SPACe has invited eligible Indian companies to express interest in operating and maintaining the launch complex, which is primarily designed to support missions involving small launch vehicles.
The selected private operator will take responsibility for the facility’s day-to-day and mission-related operations. Its duties are expected to cover launch campaign management, infrastructure maintenance, safety and security, mission preparation, asset management, logistics and coordination with ISRO, IN-SPACe and commercial customers.
ISRO will remain involved during the initial transition period. The space agency plans to provide technical advice, operational assistance and training to help the selected company develop the capabilities needed to independently manage the complex. This support will continue until three launch services are completed or for one year, whichever comes first.
The Kulasekarapattinam spaceport covers roughly 2,233 acres and is being designed to accommodate ISRO’s Small Satellite Launch Vehicle, or SSLV, as well as comparable rockets developed by private companies.
The location offers an important operational advantage. Rockets launched from the Tamil Nadu site can travel southward over the Indian Ocean without requiring the flight-path adjustment used during launches from Sriharikota to avoid Sri Lankan territory. The more direct route could improve payload efficiency and reduce fuel requirements, particularly for smaller rockets.
The facility is also intended to support more frequent launches by reducing turnaround time between missions. This complements the SSLV, which was designed for relatively quick and flexible deployment of small satellites.
The initiative forms part of a wider government effort to move more space infrastructure and technology toward private industry. IN-SPACe has also facilitated access to technologies associated with larger ISRO launch vehicles and is expanding opportunities for private companies to use national space infrastructure.
India is additionally exploring financial support for non-government space entities, including assistance for launch services, satellite data, technology transfers and access to ISRO facilities.
The growing involvement of private companies is expected to strengthen India’s commercial space ecosystem while allowing ISRO to focus on technological development, research and strategic support.
