US Secretary of State Marco Rubio is scheduled to visit Mumbai and Jamnagar from October 17 to 22 as part of a broader international trip that will also include Samarkand, Uzbekistan. According to the US State Department, strengthening energy cooperation will be among the key priorities of his discussions with Indian officials.
The visit marks Rubio’s second official trip to India this year and comes as Washington and New Delhi continue to navigate important strategic and economic issues. During his stay, the top US diplomat will meet senior Indian government representatives to reinforce bilateral ties, exchange perspectives on regional and international developments, and explore opportunities to expand cooperation in the energy sector.
Rubio is also expected to engage with business leaders to encourage commercial investment and strengthen economic partnerships between the two countries. These discussions could provide an opportunity to examine areas where closer collaboration may support investment, trade, and shared economic interests.
Jamnagar, located in Gujarat, is home to Reliance Industries’ major refining complex, recognized as one of the largest of its kind globally. However, the State Department has not publicly explained the specific reason for including the industrial city in Rubio’s itinerary.
The timing of the visit is particularly significant because it coincides with an approaching October 18 deadline under the Graham Act, which concerns duties targeting countries purchasing Russian energy. India’s continued imports of Russian crude oil have been a recurring point of disagreement between New Delhi and Washington since Russia’s full-scale invasion of Ukraine in 2022.
India has remained one of the largest buyers of Russian crude during this period, with its energy procurement decisions drawing scrutiny from US policymakers. Washington’s efforts to increase pressure on countries purchasing Russian energy have added another layer of complexity to the bilateral relationship.
Despite these differences, both countries have strategic interests in maintaining engagement across energy, commerce, and regional security. Rubio’s meetings are expected to provide a platform for discussing these priorities while addressing areas of disagreement.
His visit underscores the importance of US-India relations at a time when energy security, investment, and geopolitical developments are shaping international partnerships. The discussions in Mumbai and Jamnagar will take place against this broader backdrop of cooperation and continuing policy differences.
