
India and Brazil have agreed to strengthen cooperation in telecommunications and information and communications technologies, creating a broader framework for collaboration on digital infrastructure and emerging technologies. The memorandum of understanding was signed during the BRICS Communications Ministers Meeting in Pune, where officials from both countries discussed ways to advance digital development and connectivity.
Union Communications Minister Jyotiraditya M. Scindia signed the agreement with Brazil’s Communications Minister Frederico de Siqueira Filho. The partnership is designed to support digital innovation while encouraging both countries to share expertise, technology, and successful approaches to building modern communications networks.
The agreement covers several areas, including universal connectivity, cybersecurity, digital public infrastructure, emerging technologies, and professional capacity building. It also provides opportunities for the two countries to exchange knowledge and best practices while developing stronger cooperation in research, innovation, and new communication technologies.
Scindia described the agreement as an important step toward creating a secure and inclusive digital future. The partnership is intended to help India and Brazil develop digital ecosystems that are resilient, accessible, and capable of responding to the rapidly changing technology landscape.
The new framework follows earlier discussions between the two ministers on expanding bilateral cooperation in telecommunications and digital infrastructure. Both countries have also recognized the value of working more closely in international telecommunications and technology forums, where common approaches to standards and digital governance can influence the global technology environment.
The agreement comes at a significant time for India as it holds the BRICS Chairship in 2026. Digital transformation, trusted technology, and broader access to connectivity have emerged as key areas of discussion among BRICS members. India has been pushing for greater cooperation on digital public infrastructure and international telecommunications standards as part of its broader digital diplomacy.
For Brazil, the partnership provides an opportunity to deepen engagement with India’s rapidly developing digital ecosystem while gaining access to experience in areas such as digital public infrastructure and technology-led public services.
The telecommunications agreement also adds a new dimension to the wider India-Brazil strategic partnership. Beyond digital cooperation, the relationship encompasses trade and investment, agriculture, energy, science and technology, and cybersecurity. The latest agreement could therefore strengthen cooperation in a sector increasingly central to economic growth, national security, and international collaboration.
