India presented its extensive disaster risk reduction (DRR) financing framework—surpassing $28 billion—at the 8th Global Platform for Disaster Risk Reduction (GPDRR) 2025 in Geneva. PK Mishra, Principal Secretary to the Prime Minister, led the statement and called for urgent, time-bound progress and the establishment of a global facility offering catalytic funding, technical aid, and shared learning opportunities.
In his remarks during the ministerial roundtable on DRR financing, Mishra praised the UN Office for Disaster Risk Reduction (UNDRR) and acknowledged the efforts by Brazil and South Africa to keep disaster resilience central to the G20 dialogue.
“India views DRR financing not just as a domestic concern but as a vital component of global disaster governance and sustainable development,” Mishra stated. He emphasized that India’s approach—anchored in the Disaster Management Act of 2005—transformed disaster funding from ad hoc relief to a well-structured, forward-looking system. He highlighted India’s financial evolution from a $1 million initial allocation to a projected $42 billion under the 16th Finance Commission.
“Our system is defined by rule-based allocations that smoothly move from national to local governments,” he added, underlining how predictable funding has improved India’s preparedness against escalating climate-related and disaster threats.
The Permanent Mission of India in Geneva shared updates on the platform, noting: “Principal Secretary to PM delivered India’s statement at GPDRR 2025 Geneva, showcasing the world’s largest nationally anchored DRR financing system. Called for concrete, time-bound outcomes and creation of a global facility for catalytic funding, technical assistance & knowledge exchange.”
On the summit’s sidelines, Mishra engaged in key bilateral meetings. He met with Kenya’s Cabinet Secretary Kipchumba Murkomen to enhance cooperation in disaster preparedness and promote the exchange of best practices between the two countries.
Another meeting with the Philippines’ Science and Technology Secretary, Renato U. Solidum Jr., focused on aligning DRR efforts and collaborating toward resilient communities.
These engagements reflect India’s broader effort to position itself as a global leader in disaster resilience and financing, while fostering partnerships for shared learning and regional strength.
