India and Malaysia have reaffirmed their commitment to deepen bilateral cooperation in public administration, governance reforms, capacity building and the exchange of best practices.
The commitment was made during the second India-Malaysia Joint Working Group Meeting, where officials reviewed progress in bilateral cooperation and discussed new opportunities for institutional engagement.
The meeting focused on capacity-building programmes under India’s Indian Technical and Economic Cooperation programme. Malaysia shared positive feedback on academic modules, institutional visits, field visits, programme coordination and hospitality, while also welcoming proposals for specialised programmes for senior Malaysian officials.
Officials reviewed progress since the inaugural Joint Working Group meeting held in November 2024 and adopted its minutes. Both sides also designated points of contact to coordinate the implementation of agreed activities.
The two countries exchanged experiences on public-sector modernisation and governance reforms. Malaysia presented its approach to public-sector transformation based on people, processes and technology, with innovation identified as a key enabler.
Discussions covered digital government, artificial intelligence, cloud services, shared digital infrastructure, cybersecurity, blockchain, data-driven decision-making and connected government. The focus remained on developing simpler, faster and more citizen-centric public services.
The Indian side highlighted the Centralised Public Grievance Redress and Monitoring System (CPGRAMS), a 24×7 digital platform designed to provide citizens with access to grievance-redressal services.
India also presented ‘Samadhan Didi’, an AI-enabled voice chatbot launched in May 2026 to make CPGRAMS more accessible and user-friendly. The multilingual conversational AI platform is designed to provide citizens with quick and simple responses.
The Malaysian delegation presented an Action Plan for the Malaysia-India Governance Partnership for 2027-2029. The proposed roadmap is aimed at establishing a structured framework for implementing cooperation under the bilateral memorandum of understanding.
Malaysia appreciated the support extended by India’s Department of Administrative Reforms and Public Grievances, the National Centre for Good Governance and the High Commission of India.
The meeting concluded with a shared commitment to strengthen institutional engagement, knowledge sharing and capacity building. Both sides said the cooperation would contribute to stronger public institutions, improved service delivery and a better citizen experience.
