The Department of State is identifying four entities under Executive Order 13382 for their involvement in supplying missile-related items to Pakistan’s ballistic missile program, particularly its long-range missile initiatives.
The Minsk Wheel Tractor Plant, based in Belarus, has provided specialized vehicle chassis crucial for Pakistan’s long-range ballistic missile program, aiding launch support equipment for ballistic missiles developed by Pakistan’s National Development Complex (NDC), which focuses on MTCR Category I ballistic missiles.
China’s Xi’an Longde Technology Development Company Limited has contributed missile-related equipment, such as a filament winding machine, believed to be intended for NDC’s use in producing rocket motor cases for long-range ballistic missiles.
Tianjin Creative Source International Trade Co Ltd, also based in China, has supplied missile-related equipment, including stir welding equipment and a linear accelerator system, likely destined for Pakistan’s Space and Upper Atmosphere Research Commission (SUPARCO), engaged in developing MTCR Category I ballistic missiles.
Granpect Company Limited, another Chinese entity, collaborated with SUPARCO to provide testing equipment for large diameter rocket motors, furthering Pakistan’s missile development capabilities.
Sanctions following this action entail the blocking of property and interests in the U.S. or under U.S. control of the designated entities, with reporting obligations to the Office of Foreign Assets Control (OFAC). Entities with over 50% ownership by blocked persons are also affected. Transactions involving designated persons’ properties are prohibited without OFAC authorization, including contributions or receipt of funds, goods, or services.
Moreover, designated individuals’ entry into the U.S. is suspended under Presidential Proclamation 8693. While sanctions aim to induce positive behavioral changes, their efficacy lies in both designation and delisting processes, aligning with legal frameworks to foster desired outcomes.
