Ahead of the West Bengal Assembly elections scheduled in two phases on April 23 and 29, Prime Minister Narendra Modi laid out six key guarantees to voters while campaigning in Haldia on April 9. Addressing supporters in the constituency of opposition leader Suvendu Adhikari, Modi emphasized the need for a “double-engine” government, arguing that state development depends on coordination between the Prime Minister and the Chief Minister.
The first promise focused on restoring public trust. Modi pledged that a BJP government would replace the current climate of fear under the ruling Trinamool Congress (TMC) with one rooted in transparency, lawfulness, and citizen confidence.
Second, he committed to enhancing administrative accountability, ensuring that public servants operate transparently and remain answerable to the people they serve.
Third, Modi vowed to reopen all files pertaining to corruption and crimes against women that, he alleged, were suppressed under the TMC administration. This includes investigations into scams, misuse of power, and cases of sexual violence.
Fourth, the Prime Minister promised strict action against all officials implicated in graft. From ministers to lower-ranking officials, Modi declared that no one involved in corruption would evade justice under a BJP-led government.
The fifth guarantee focused on refugees and constitutional rights. Modi assured that genuine citizens would receive full government benefits, while illegal infiltrators would be barred from settling in the state.
Finally, he committed to implementing the 7th Pay Commission for state employees, including teachers and related sectors, once the BJP assumes power. This, he stated, would ensure fair compensation and improved welfare for government workers.
Modi’s guarantees come amid discussions on key issues shaping the 2026 West Bengal elections, including urban dissatisfaction, job creation, anti-incumbency sentiment, and concerns within the Matua community regarding voter documentation. The BJP’s campaign seeks to leverage these themes to strengthen its electoral position against the TMC.
