The Government of India, in partnership with state governments, is initiating the ‘Mera Bill Mera Adhikaar’ program, known as the ‘Invoice Incentive Scheme,’ aimed at promoting the practice of requesting invoices for all transactions. The scheme seeks to reshape cultural and behavioral norms by positioning the act of demanding a bill as a rightful entitlement.
As stated by the finance ministry, the scheme will feature 800 monthly lucky draws for GST invoices, offering rewards valued at $120.97 (Rs. 10,000), along with 10 draws granting prizes worth $12,097.24 (Rs. 10 lakh) each. Furthermore, a quarterly draw will encompass all invoices uploaded in the preceding three months (up to the fifth day of the bumper draw month), with a bumper reward of $1,20,972.40 (Rs. 1 crore).
Initially, the program will be piloted in Assam, Gujarat, Haryana, and the Union Territories of Puducherry, Dadra & Nagar Haveli, and Daman & Diu. All B2C invoices from the previous month, uploaded by the 5th day of the following month, will qualify for the monthly draws.
During invoice uploading, participants will need to provide supplier details such as GSTIN, invoice number, date, value, and the customer’s state/UT. Upon winning, further information such as PAN number, Aadhaar card, and bank account particulars will be required within 30 days through the app/web portal for cash transfer.
An individual can submit a maximum of 25 invoices per month. Invoices can be uploaded through the ‘Mera Bill Mera Adhikaar’ mobile app available on iOS and Android, or via the ‘web.merabill.gst.gov.in’ web portal.
