India has taken a major step in modernizing its civil aviation sector with the introduction of the Electronic Personnel License (EPL) for pilots. Union Civil Aviation Minister Ram Mohan Naidu unveiled the initiative, positioning India as the second nation worldwide to implement digital pilot licenses, following approval from the International Civil Aviation Organization (ICAO).
Replacing conventional physical licenses, the EPL will be accessible through the eGCA Mobile Application, ensuring a more efficient, secure, and transparent licensing process. This transition aligns with the Indian government’s “Ease of Doing Business” and “Digital India” initiatives, streamlining operations for aviation professionals.
The move follows ICAO’s Amendment 178 to Annex 1 – Personnel Licensing, which promotes electronic licensing for improved security and operational efficiency. While many leading aviation nations are still working on similar systems, India has rapidly adopted this technology, setting a new global standard.
Previously, the Directorate General of Civil Aviation (DGCA) issued pilot licenses in smart card format, distributing over 62,000 such licenses. In 2024 alone, around 20,000 pilots required physical licenses, averaging 1,667 cards per month. The introduction of EPL will gradually eliminate the need for printed licenses, reducing processing delays and minimizing environmental impact by cutting down plastic and paper usage.
Highlighting the growing demand for aviation professionals, Minister Ram Mohan Naidu emphasized that India’s rapidly expanding civil aviation industry will require approximately 20,000 new pilots in the coming years. He stated that pilots are the backbone of the sector, and digital initiatives such as eGCA and EPL will boost their global employability while ensuring real-time access to their credentials for security operations.
The launch of EPL is part of India’s broader digital transformation in aviation. The government has already introduced pioneering initiatives such as the eGCA platform for licensing, the Digital Sky Platform for drone operations, and the Electronic Flight Folder (EFF) for airline management. These efforts collectively aim to modernize India’s aviation landscape, positioning the country as a leader in digital aviation solutions.
