India and the European Union (EU) have outlined an ambitious roadmap for their partnership beyond 2025, focusing on key areas such as trade, defence, technology, and sustainability. This strategic plan, which includes the finalization of a Bilateral Free Trade Agreement (FTA) and the development of a secure value chain across industries, is set to be officially launched during the next India-EU Summit, as announced on Friday.
Speaking at a joint press conference alongside European Commission President Ursula von der Leyen, Prime Minister Narendra Modi emphasized the natural and organic evolution of the two-decade-long India-EU strategic partnership.
“Its core is built on trust, a shared belief in democratic values, and a mutual commitment to prosperity and shared progress. In this spirit, we have held almost 20 ministerial-level meetings across different sectors between yesterday and today,” PM Modi stated.
Describing the ongoing visit of the European Commission President and the College of Commissioners as “unprecedented,” PM Modi highlighted that India and the EU have drafted a comprehensive blueprint for collaboration spanning multiple domains, including trade, technology, investment, innovation, green growth, security, skill development, and mobility.
Advancing Trade and Investment Framework
The leaders reaffirmed their commitment to concluding a mutually beneficial Bilateral Free Trade Agreement (FTA) by the end of this year. In addition to trade agreements, discussions were also held on Investment Protection and Geographical Indications (GI) Agreement to strengthen the investment framework and protect intellectual property rights.
Technology and Scientific Cooperation
India and the EU agreed to bolster cooperation in cutting-edge technological fields, including semiconductors, artificial intelligence (AI), high-performance computing, and 6G. Additionally, the two sides have decided to initiate a Space Dialogue to advance collaboration in space exploration and satellite technology.
Green Growth and Sustainable Development
The joint statement outlined plans for a Green Hydrogen Forum and an Offshore Wind Energy Business Summit to accelerate renewable energy development. Research initiatives will be launched in key areas such as electric vehicle (EV) batteries, marine plastic pollution, and green hydrogen. The two sides will also push forward their Joint Plan on Sustainable Urban Development, focusing on creating eco-friendly and resilient cities.
Boosting Connectivity and Infrastructure Development
India and the EU committed to taking concrete steps to advance the India-Middle East-Europe Economic Corridor (IMEEC), a key infrastructure initiative aimed at enhancing trade and connectivity between Asia, the Middle East, and Europe.
Strengthening Defence and Security Cooperation
The growing cooperation between India and the EU in defence and security was highlighted as a symbol of mutual trust. The leaders agreed to expand collaboration in cybersecurity, maritime security, and counter-terrorism efforts, reflecting a shared commitment to regional and global security.
Emphasizing the importance of peace and stability in the Indo-Pacific region, both sides reaffirmed their dedication to promoting security, stability, and prosperity in the area. PM Modi welcomed the EU’s decision to formally join the Indo-Pacific Oceans Initiative, a key regional framework for sustainable maritime governance and security.
India and the EU also announced plans to jointly work on Triangular Development Projects that focus on sustainable and inclusive development in the Indo-Pacific region and Africa.
Expanding Academic and Research Partnerships
As part of efforts to enhance collaboration in education and research, India and the EU have reached a new agreement to increase academia, research, and industry partnerships between the two regions.
“I believe that India’s young talent and Europe’s innovation can together create limitless possibilities,” PM Modi said. He also welcomed the new visa cascade regime introduced by the EU, which aims to facilitate smoother mobility for Indian professionals and skilled workers, fostering greater cultural and economic exchanges.
Marking a New Phase in India-EU Relations
European Commission President Ursula von der Leyen, accompanied by the European Union College of Commissioners, arrived in New Delhi on Thursday for a two-day visit at the invitation of Prime Minister Modi.
This visit marks a historic milestone, as it is the first time the entire College of Commissioners has traveled outside of Europe as a group, signifying the EU’s commitment to strengthening ties with India. It is also the first such visit since the new College of Commissioners took office in December 2024, signaling the beginning of a new phase in the India-EU strategic partnership.
Expressing her gratitude to PM Modi for hosting the delegation, Ursula von der Leyen emphasized that the visit underscores the EU’s deep commitment to its relationship with India.
“This visit is a strong testament to how much the EU values its partnership with India. Together, we are building a future based on shared values and ambitions,” she stated.
As India and the EU prepare to enter the third decade of their strategic partnership, the newly outlined roadmap aims to unlock new opportunities for cooperation, ensuring sustainable economic growth, technological advancement, and geopolitical stability in the years ahead.
