Prime Minister Narendra Modi, during his address at the 4th National Conference of Chief Secretaries in New Delhi on Sunday, highlighted collaborative governance as a key element of India’s development strategy. He stated that the concept of “Pro-People, Proactive, Good Governance (P2G2)” is central to achieving the vision of a “Viksit Bharat” (Developed India).
PM Modi emphasized the importance of focusing on “reform, perform, and transform” and stressed the need to keep citizens informed about the government’s initiatives. He urged states to redesign their governance models to foster greater citizen participation, or Jan Bhagidari.
Addressing the conference, he discussed strategies to enhance governance efficiency, including promoting innovation in Tier 2 and 3 cities, simplifying compliance processes, and encouraging citizen-centric governance to support startups and drive economic growth. He also mentioned the crucial role of infrastructure development and the use of technology for more effective governance.
In a tweet, the Prime Minister described the Chief Secretaries Conference as a vital platform for collaboration between the Centre and the states to enhance governance, boost growth, and improve public service delivery. The discussions also focused on leveraging technology and enhancing infrastructure for more efficient governance.
PM Modi urged the states to simplify compliance procedures to reduce the harassment of citizens and encouraged identifying potential locations in smaller cities for entrepreneurs to help stimulate economic activity.
He emphasized the significance of the PM GatiShakti initiative, a central scheme for multi-modal connectivity, in facilitating better governance and growth. PM Modi also called for the regular updating of PM GatiShakti, including environmental impact assessments and disaster-prone area indicators.
Lastly, the Prime Minister advocated for skilled leadership in aspirational districts and urban development, focusing on human resource specialization and infrastructure. The conference was attended by Chief Secretaries, senior officials from all states and Union Territories, as well as domain experts and senior officers from the Centre.
