Maryland took a major step forward in the fight against the opioid crisis with its first-ever Substance Use Awareness Advocacy Day on April 2. The event, held at Lawyer’s Mall, brought together community advocates, government officials, and public health leaders to spotlight progress and ongoing challenges in addressing substance use across the state.

Lieutenant Governor Aruna K. Miller and Special Secretary of Overdose Response Emily Keller led the day’s efforts, reaffirming the administration’s commitment to saving lives. “The battle is tough, but determination and action are making a real difference,” Miller said. “With support from our General Assembly partners, we’re transforming promises into progress.”

Following a peak in overdose deaths after the COVID-19 pandemic—with 2,800 fatalities in 2021, the highest in state history—Maryland has seen notable improvements. According to the Maryland Overdose Data Dashboard, overdose deaths fell to 1,648 in 2024, a 34.4% decrease from the previous year.

As part of its continued response, Maryland announced $12.4 million in new grants through the Opioid Restitution Fund. This is part of the larger $650 million expected from national opioid settlements over the next 20 years. To date, more than $118 million has already been distributed to local jurisdictions to fund prevention, treatment, and recovery services.

The event emphasized that while the numbers show progress, the work is far from over. State leaders, alongside community advocates, pledged to keep fighting to ensure more Marylanders have access to the resources and support they need.

Garcetti pointed out that joint statements reflected the commitment of both countries to address global issues, such as the humanitarian consequences of conflicts in Ukraine and the Middle East. The ministers expressed solidarity with Israel against terrorism while also emphasizing the importance of alleviating civilian suffering and adhering to international humanitarian law.

The ambassador underscored the growing collaboration between the US and India, citing initiatives like the Roadmap for U.S.-India Industrial Cooperation, U.S.-India Defense Acceleration Ecosystem, and the U.S. India Initiative on Critical Emerging Technology (iCET). He highlighted the accelerated efforts under iCET to deepen science and technology partnerships, focusing on harnessing technology for global benefit rather than division.

Regarding US investment in India, Garcetti anticipated an influx of visitors around December and January, emphasizing major investments in Indian technology by US private companies under iCET themes. In conclusion, he characterized the US-India 2+2 as more than a typical bilateral meeting, portraying it as a collaborative effort to address global challenges and promote peace, prosperity, and environmental protection on a global scale.

During their New Delhi visit, the US delegation will hold discussions with India’s Minister for External Affairs, S Jaishankar, Minister of Defense Rajnath Singh, and other senior Indian officials. The UN Secretary-General, António Guterres, unveiled a new policy brief on July 20, presenting his vision for a stronger multilateral framework to enhance global peace and security in today’s ever-changing world.

The policy brief, titled The New Agenda for Peace, includes a comprehensive and ambitious set of recommendations that acknowledge the interconnected nature of various challenges, as emphasized by Guterres. It is grounded in the fundamental principles of trust, solidarity, and universality, which form the basis of the UN Charter and a stable global order.

Outlined in the brief are twelve action-oriented proposals across five priority areas. Guterres highlighted the significance of preventing conflicts on a global scale and addressing geopolitical divisions through robust measures, giving priority to diplomacy and investing in regional security structures. He also stressed the need for a comprehensive prevention approach that tackles all forms of violence.

The third priority area centers on updating peacekeeping operations to effectively address the complexities of modern conflicts, which often persist due to complex domestic, geopolitical, and transnational factors. The Secretary-General underscored the importance of clear and realistic mandates from the Security Council, focused on political solutions, for the success of peacekeeping missions.

The fifth priority area focuses on urgent reforms within the Security Council, General Assembly, UN’s disarmament machinery, and Peacebuilding Commission to strengthen collective security efforts.

Alongside The New Agenda for Peace, the Secretary-General introduced two other policy briefs, namely Transforming Education and UN 2.0. These briefs aim to improve education systems and modernize the UN to better support the 2030 Agenda for Sustainable Development. They are intended to assist Member States in preparing for the Summit of the Future in 2024, providing a crucial platform to address current challenges and fulfill unmet commitments, according to Guterres.
